To make it short and sweet, Google values predominantly Authority, Domain Age, Anchor Text Optimization & Incoming links levels (Link Popularity) and Page Rank in that order. There are of course hundreds of other variables in the general equation (click rate on SERPS, visitors' time permanence in the website, HTML validation, etc) but these have proven on all cases to be the ones that have major impact on SEO results within Google's Search Engine.
